I have the honour to submit for

the signification of His Majesty's pleasure Ordinance No. 7

of 1905 entitled "An Ordinance to amend the Summary Offences

Ordinance, 1845",together with the usual report of the At-

-torney-General thereon.

The desirability of making solicit-

-ing by prostitutes a punishable offence was considered in

1899 but the evil was not then held to be sufficient to

require legislation. My attention was however recently

directed to the matter by articles appearing in both the

Chinese and English Newspapers of the Colony and I satis-

fied myself that it was desirable to strengthen the hands

of the Police by the provisions embodied in the Ordinance

now submitted.
